Press the windows key + E to open explorer defenetly recycle bin will be there because you cannot delete the recycle bin until unless you have modified some setting in registry.

BE SURE TO LOCK IT
move your mouse to all corners of your screen
until you see up and down arrows
left click and hold
then pull up down -etc
until task bar is where you want it
so this don"t happen again
right click and choose lock task bar
There's another possibility.
There's a way to have all your desktop icons disappear.
If you have Windows XP, right-click on the desktop
and go to "Arrange Icons" and in there, you'll see an option that says "Show Desktop Icons". Make sure it's checked.
For Vista, right-click the desktop, choose "View", then you'll also see "Show Desktop Icons". Make sure it's checked.

acceptable-click the laptop and bypass to "customize". interior the window that pops up, on the left-hand section there are some menu suggestions. the 1st is "substitute laptop icons". click that and choose the container for recycle bin.

2nd time ive seen this question , refresh icons or go to start menu and type recycle bin in search bar

What operating system are you using?
It could be that the are 2 pictogram's on the same spot.
