You mean locusts, and they are not the same. They are both insects, but locusts are grassphoppers of the family Acrididae, while cicadas have their own family, Cicadidae.

No they are not the same. As the others have said, locusts are actually a type of grasshopper. However, in some parts of the country people call cicadas locusts, which can add to the confusion. I ran into this a lot in West Texas the last time cicadas made their appearance.

The periodic cicada is also called a '17-year locust' by many people. Confusing common names like this are one of the reasons that scientists use a taxonomic classification system.
Cicadas are not locusts, but the name is used because cicadas emerge in huge numbers, similar to locust swarms. The use of the word 'locust' to describe cicadas may have come from the bible, which describes locust swarms.

No, they are not the same.
A cicada is an insect of the order Hemiptera, suborder Auchenorrhyncha, in the superfamily Cicadoidea, with big eyes wide apart on the head and usually transparent, well-veined wings. There are approximately 2,500 species of cicada around the globe, and many remain unclassified.
Locust is the name given to the swarming phase of short-horned grasshoppers of the family Acrididae.
Some examples of Locust species are:
Migratory locust (Locusta migratoria)
Red locust (Nomadracis septemfasciata)
Australian plague locust (Chortoicetes terminifera)
American desert locust (Schistocerca Americana)
Desert locust (Schistocerca gregaria), probably the most important in terms of its very wide distribution (North Africa, Middle East, and Indian subcontinent) and its ability to migrate very widely.
Rocky Mountain locust (Melanoplus spretus) in North America had some of the largest recorded swarms, but mysteriously died out in the late 19th century.
