i think your windows is corrupted... reinstall windows or use the repair windows feature in the setup. should solve the problem.
If you are able to log in safe mode, you can try system restore which is on the accessories submenu in the start menu.. restore your computer to a date before which you had the problem..

take out the peripheal cards that you have in case their is a conflict ( sound , network etc etc)
If not and there is data on the drive you need attach the drive to another computer where the cd /dvd goes and transfer the data
You may have to reinstall windows
The problem with windows xp install is that if wipes out the desktop and my documents unless you know what you are doing ( there is some way but it is not easily apparent)
If you can get it going then use system restore
start > all programs > system tools > system restore at the bottom to hopefully restore the computer to a pre problem date
If you read the drive and want to save the desktop
it is c> documents and settings > one of the users ( still confuses me which one)
some of the time with windows xp install you can do a system repair. Some of the time.

you should reformat it, which means re install windows xp or whatever you were running, all you gotta do is turn on the computer, insert the disk, restart and follow disc instructions, if you arent booting from disc do that by setting the bios to boot from disc, when ever you boot up on the bios screen, press f8 or whatever it ask at the energy star screen and go from there, try to find the boot process, then set boot to cd, then it will read cd instead of the harddrive, there ye go, cheers mate

You can use your original XP install CD and do a repair from that. Do not use the Recovery Console but instead take to option to install XP on your machine. If the disk detects the OS on your machine, it will give you a repair option.

try booting from you OS cd. Select repair, this may sort out your corrupted file.
Have there been any hardware changes to your machine lately? If so, switch back to the old kit & see if it works again; before starting with the OS repair approach.

Based on what you are saying. It's rough to determine what the problem is. You didn't say whether or not you're utilising High velocity or dial or wi-fi. If you're utilising a wi-fi web, it might be sign barrier problem. If you're utilising High velocity, it might be adware problem, if dial up, might be bandwidth problem. If you have been utilising you laptop adequate earlier than. I do not consider it is laptop problem. Modem vigour surge problem may be feasible.

my best guess is just to reformat, not knowing the exact screen is kinda hard to diagnose the problem. my guess is that there was a improper shutdown that corrupted a file.
