Acetone (fingernail polish remover) will soften and remove superglue, but it will probably damage the dash also, if you get it on the paint or vinyl. Maybe you could mask the area with several layers of tape to protect it before you try using acetone? I'd tape on aluminum foil to help protect surrounding areas. I don't know what tape would work best - you may want to try different kinds to see what is least affected by the acetone. If/when you actually use acetone to remove the glue, put it on with a Q-tip or some other small dauber, and have a paper towel or something else handy to remove the softened glue quickly. The idea is to take it off slowly.

You might try using an exacto knife with an assortment of blades and try picking it off in flakes.

Try acetone. But I recomend testing for colorfastness in a small area first. I use acetone to remove superglue before and it really does work. I just havent tried it on a dash so be sure to test to see if it will do any damage first.

take warm white vinegar on a sponge or washcloth, sit it on the spot a min, Then scrub, Add a little baking soda if needed for extra scrubbing power.
The white vinegar worked great to remove superglue from hands and a couch cushion.
