I believe non-toxic acrylic should do the trick.

You should get a paint called "Patio" paint in the craft store. It is formulated to use on terracotta and such. It won't harm the kids. If you are at all worried, use plain acrylic paint and put a clear protective coating over it. This will seal the pot, so you will need to use more drainage stones in the bottom to allow proper drainage. Pots without a protective coating can leach out excessive water through the sides.

You can pick up 2 oz. bottles of acrylic paint at most any craft store in dozens of colors, that would work fine. I think any kids paint you'd find in the school supplies area of a store would work as well if you put a sealer on it.

You can find varnish in small bottles pretty inexpensive at a craft store as well. Using this in a well-ventilated area, brush it over dried paint, [the acrylic or kids paint]. When it dries, the pot will be shiny and smooth, and it won't crack or wash off.
