Also, I appear to going 30mph all the time. Brakes are working. Last time this hapened I lost my brakes, but this time it's different. Now the common answer to this problem states its an ABS sensor. Well here is my real question. The part for my car (95' Honda Prelude SI) says there is a ABS sensor on each hub on each wheel. All are $85. How do I know which one to replace? My town is notorious for shady mechanics. This problem has rip off written all over it.

The best thing I would do is remove all 4 wheels and clean the sensor off there maybe dirt or some metal on them you see they are magnets on the ends, Hope this helps. That is what happen to my sons truck cleaned them and re set the computer.

The problem could be related to the fact that the speedo only reads 30mph---ABS system's computers operate on a set of parameters based on input from wheel sensors, vehicle speed, braking force,etc... If the speed input is faulty from the speedometer (or transducer in the trans for the speedo), then the ABS system might set off a warning code. Check with a Honda dealer as to solving the speedo problem first and it may take care of the ABS problem as well---system may have to be reset and scanned. Wheel sensors would not all go out at once but one or two might have corroded connectors or be bad.

If the problem is an abs sensor when you take it to the shop and they plug their code reader in it will say which one needs to be changed. They will probably charge you at least 50 bucks for using the scanner. there scanner costs between $4000 and $12,000 So that is why the $50 charge is there to help pay for the scanner.
(It could be the main receiver for all the abs sensors this is a much more expensive part.---There is also a fuse in the main receiver it may be blown.)

You speedometer cable is probably broken and that is why you are always doing 30kmh.

If you chose not to fix the abs problem your brakes will still work fine. you just lose the anti-lock feature which means it will be much easier to lock up your tires any slide especially on gravel roads or in slippery conditions. I have had many cars that were too old to have abs and once you get used to it it is not that much of a big deal. (Although the light constantly being on is a pain in the ***.. peice of electrical tape solves that as well though.
