There are no labour laws 'pertaining' to the use of electronic surveillance.
It has been held by the EAT that an employer is entitled to monitor workers emails and electronic communications whilst at work.
There is no prohibition or restriction on the use of surveillance cameras. Putting one in the toilets may be unacceptable, but that's about it.
Surveillance evidence which captures misconduct will almost always be admitted as evidence, irrespective of the means by which it was obtained - at least in the UK. It may be different in the USA..

As long as you have sovereinty over the property, you can set up a security camera wherever you want. You can record all the video you want, but no audio. It has nothing to do with labor laws.

JZD---good answer. It is basically the same over here. We can also tap company phone lines. The general rule is if the subject had no reasonable expectation of privacy, and their misdeeds are documented on audio and/or video, he or she is in for trouble. That's why restrooms are "iffy" in a surveillence context.
