If they're actually using the proper cane, it's because that's the type of cane they use in Singapore beat those who break the law. Caning is a punishment for criminals in that country. You might remember back in the early 90's when a moron went to Singapore and spraypainted some cars. He got caned for it.

Someone beat me to the punch, but yes, in Singapore they use the bamboo cane's to beat criminals, and a jackass American student named Michael P. Fay was subjected to this punishment for graffiti. There are other names for it though, like a Kendo Stick or a Kempo Stick. I think ECW called it a Singapore cane first, because up until Sandman appeared in WWE, they called it a Kendo.
