If the three substances can be separated by physical means, e.g. salt, sand and iron filings, by solution and filtering, then it is a mixture.
If the substances are bound together in a molecule which can only be broken down by chemical means, e.g. calcium, carbon and oxygen in calcium carbonate, which has to be attacked by acid, then it is a single substance.

It is definitely a mixture. If a substance contains 3 or more kinds of molecules, the using logic one can conclude that it is definitely not a pure substance

If the substance contains 3 or more different kinds of molecules it is a mixture.
The 3 different molecules did not (according to your description) react with each other to make a fourth compound so these different molecules remained separate and distinct and did not make something else. (An example could be water + sugar + food color mixed together; nothing reacts, and in principal you can remove each back to their original form by pure phsycal means).
Contrast the above to mixing NH3 + HCl to make NH4Cl; the amonia and HCl gasses react to make ammonium chloride a solid.

A mixture. A pure substance will contain by definition, only one kind of atoms or molecules.
H2O is a molecule and it is water. Sugar is another molecule and if sugar is dissolved in water, we have a mixture.

Question is not stated clearly:
If hydrogen and oxygen are mixed together and no reaction occurs then they are classed as a mixture, as are iron and sulphur. A mixture can contain any number of different types of atoms, molecules or compounds.
Ferrous ammonium sulphate, contains five different atoms and is a compound not a mixture.
So I'm sorry but to answer your question specifically the way it's worded is a little awkward.

when three substances like water sugar and color are mixed they form a mixture because no chemical reaction has taken place hence they can be separated by physical means .
a process known as physical change occurs when a mixture can be separated by physical means that is no new substance is formed.

surely that depends on what your talking about if you had some iron with a bit of aluminium in it you couldn't call that pure as it isnt 100% iron, however some things like brass need a mix of things in them anyway. and at the end of the day i would say it depends on what percentage you have of the impure substances to really care. sorry i could help that much
