I have had managers that do the following
Work from home, but not answer their phone or email.
Refuse to meet with employees.
Spend their time doing what pleases them and boosts their ego and not spend a lot of time on the actual job.
I know of companies where the two directors refuse to talk to each other.
The real issue is about not talking about plans or ideas.
The truth is that most managers are incompetent and the main cause of problems and inefficiency in a company. As the problems get worse the more likely they will keep all the information secret so no one can question them.
The smartest move is just to say yes, and then do whatever you want, while looking for a new job.

nope but did have a manager who used to go out to 'get some milk' in the morning and would come back smelling of beer.
He would then have 4 beers for lunch and 'pop out to the shops' in the afternoon.

no but i had a manager who sat in his office all day getting drunk, and sleeping, in the end i had to move to another shop, because it was clear that they wont going to get rid of him, i was the assistant manager and refused to work with him like that
