what kind of router should i look at buying if i wanted to extend the range?

It depends on your router (some are more "powerful" than others), where your router is placed, how far away your neighbour's house is and if there is a path that the wireless signals can go without having to go through walls (e.g. doors and windows). I would personally doubt it.

Chances are low, unless they are right next next door to you, the range are normally 20-30m max with clear path. theres nothing wrong with trying first, from the past I have found installing this can be a hot or miss, as brick walls, pipes, paint, phones, can all play a part on how much signals can get through.

Depends on what there is between you and the base station. Up to about 100 metres max...

You can only access your neighbours wifi with their permission. Accessing it without their permission is treated as theft in most jurisdictions.
