Tell me what happens to electrons as we study them up close. Whats this I hear about them fading in and out of our dimension?

The title question would encompass a one-year course at MIT. But the contained question is more simply answered: one can attempt to locate the position of an electron, or find its momentum, but neither can be done with absolute certainty without toasting the other. The product of the uncertainties cannot be less than a certain small number called Planck's constant. The effect arises because of the dual wave and particle nature of electrons. The effect you refer to is called virtual particles; for most purposes, it can be ignored.
