Do you mean Lincoln's plans to help the south rebuild? He planned to do something similar to what the allies did after WWII to help Germany rebuild itself. If Lincoln hadn't been shot and if he had succeeded, the south would probably have been able to recoup itself with much less resentment of and scapegoating against black people.
