i recommend 2 1/2 gallons at least so your little buddy has room to swim around. walmart has a selection of 2 1/2 and 5 gallons in colors --
i think 2 1/2 gallons are 25.00. splurge for your new best friend. they were on sale at petco too -- don't remember how much though.

size - I have to agree with G - 2.5 gallon is the smallest size I'd use for a long-term home. Bettas should have a heater to get the water up to 76=80 degrees, and a small filter doesn't hurt as long as the flow can be adjusted so it's not too strong.

best place: WalMart has the best regular price on 2.5 gallon mini bows. You might be able to find them for less on sale somewhere else, or you might find a nice used tank at yard sales, flea markets, etc. Also try craigslist.com and freecycle.com for your area

price: The one I like sells for $23.87, plus tax, and you'd need to buy gravel and the heater: http://www.walmart.com/catalog/product.do?product_id=3635102 This is the cheapest they sell from what's listed on their website. You can get a 10 gallon in most pet stores for $9-10, but that's only for the tank - you'd have to but the light and filter (which comes with the tank in the link above), plus the other items I mentioned. Try the websites and classifieds in your paper to find a used tank with equipment if you want to pay less.

color: of the fish or the tank? My preferences for the fish run toward blue, green, black, and white, and I when I get a tank like the mini bow, I pick a color that goes well with the color of the fish (or just black). This is something you need to decide based on what you like best!

Go to any pet dept. or a store that sells fish, aquarium supplies only..doesn't matter...they can live in the tiniest bowl ...if you haven't got lots of money, put it in any small clear glass container...all colors have beauty..I've had them with every color of the rainbow in it...I've had as many as 25 at a time...the hardest part is cleaning all of them. have fun..
