Put pen to paper.
There are workshops and classes at local colleges.
Don't buy "Story" or "Screenplay" or any of those books if you're writing PLAYS. Those are for MOVIES. Not all that helpful, although the general ideas behind structure is the same - they all come from Aristotle's "Poetics."
Plays - "The Art and Craft of Playwriting" by Jeffrey Hatcher, "Backwards and Forwards" by William Ball, "How to Read a Play" by Ronald Hayman, "The Playwrights' Guidebook" by Stuart Spencer are the best. Avoid "The Art of Dramatic Writing" like the plague. Absolutely awful and counter to any self-respecting artist.

If you are familiar with playwright, Edward Albee, he teaches Playwriting, at the University of Houston, Texas. He's a great guy and great sense of humor.
He directed me in one his student productions.
The School of Theatre & Dance offers the Bachelor of Arts in Theatre, Teacher Certification in Dance, the Masters degree as well as a Master of Fine Arts degree. The School of Theatre & Dance produces a main stage season of four plays, two dance concerts, the Edward Albee Playwrights' Workshop, the Stuart Ostrow Musical Theatre Workshop, various student productions, the Houston Shakespeare Festival, and the Children's Theatre Festival.

With all due respect,,,and seeing two valid answers so far, I suggest your Q speaks more of having someone else WRITE what you envision.
Getting an education is only part of the passion. Certainly one should be able to formulate, articulate, and at the very least, diagram their own "ideas" It is your first best step however.

Definitely read Syd Field's book, "Screenplay" A fun read also is William Goldman's "Adventures in the Screen Trade."
