You are hearing the fan turning on and off to cool your laptop.

It is most probally the mini fan in your laptop being activated to cool down your laptop, when your laptop overheats the fan will be activated and a loud racing sound will be heard but when it is shut down, the fan is activated to cool it down one last time as the fan can't be activated when the laptop is off

Sounds like a HDD revving up, which means some program is running which is sending out a lot of data to someone out there.

If it is wa whirring sound, then that would be your fan, which is not a bother.

Hi. Sounds are either mechanical, such as a hard drive or fan, or are software generated. Your's sounds like a fan.
