All Guns are illegal in Canada, unless it's a rifle registered for hunting and even that can be hard to get.

Firing guns even when blank is not legal in Canada because it constitute as public disturbance in the Penal Code of most countries. The peace of the community is disturbed due to the noise that it creates.
