I believe if you look at the statistics you will find that the poverty rate fell more, and wages of the working class increased more during the Clinton years than at any time since the mid 70's. I think you have to judge by their actions and policies, because you will never know how a politician really feels. What matters is who their base of support is.

Most lower income and middle class people do better financially when the democrats are in power. No, not welfare. Somehow, using tax incentives for employers, and educational programs, etc. your life really can improve if you have the gumption to take advantage of the new programs and work hard.
