YES!!!! Just make sure it looks professional. Dresses that stop right at the knee or 2 inches above or below is good like a wrap-dress, but leave out the white shoes and go for some heels.

Of course. I think that your underwear needs depend on the dress's requirements, though.
I would pick something in a natural fabric, like cotton or wool. Make it comfortable but pretty and I'm sure you'll know if it's inappropriate (like too short or too low-cut). Try one that's a little bit flowy with a v-neck sweater over it if it's cool out. That's always a nice look.
Can you think about, maybe, shoes that aren't white?

A dress is fine for work. If your shoulders are not totally covered try wearing a cute half jacket or short-sleeved jacket over the dress. This will keep it classy and work appropriate.

There was a time, not too long ago, when you were expected to wear a dress or skirt. Trousers were for men!
You could wear a blouse and skirt, a dress, but please be a little formal, no low cut, belly-button shows. And try to wear the appropriate length of skirt/dress for work. Look professional.

i think it'll be fine. you say you work at a social service agency with foster care so it isn't like you're running around and really playing with the kids all day right? so yup a dress is appropriate.

you can wear a dress to work, just try not to look too geeky meaning don't over cover yourself not too many layers OK!! you can wear a nice dress to your knees if is is sleeveless you can wear a light cardigan over if you are over 30 years of age JC Penny has beautiful ones although you might also find amazing deals at Charlotte Russe!! The gown is optimal for an afternoon wedding ceremony, yet placed on lighter tights or hose with it. The all black from head to toe look interior the photograph is somewhat plenty for a marriage. attempt sheer gray hose and silver jewelery to make it somewhat dressier and greater of an upbeat look. Very lovable gown, nevertheless!! ; )

it depends on a lot of factors, weather, time of year, i think instead of a dress go more business like with a two piece, dress suit, knee length, with a matching blazer and a nice collar short with some nice heels
