From someone who lived in a 200+ unit complex, I had heat, trash, and water paid for. Each apartment unit had 11 apartments, and one laundry area. Each unit had a 250 gallon hot water heater. Granted that I may have had frugal neighbors, the only time I had problems was when my wife, my son, and I each took a shower immediately after each other. The last person only got a couple of minutes of hot water. The toilet flushing had no effect whatsoever on pressure or temperature. I would say if you can find a place that includes utilities, GO FOR IT! Especially in rather warm areas like TX.

Not sure about your question, but I think you are asking if you accept an all bills paid lease rather than a pay your own as you go lease, is the water going to run cold..... No if you opt for an all bills paid lease what that means is that no matter how much water you use, or don't, you will pay one amount for your lease, water, gas, electric, etc. Or what ever is included in your all bills paid option. Ask the Apartments what services come with the all bills paid lease, and see how much extra that is a month compared to the no bills paid. Then contact each one of the service ~ water, electric, etc. and ask them what the average bill was for your area or apartments. Then you can see which is a better deal.
Hope this helps.

If you can find an apartment with all utilities paid go for it. I've lived in a lot of apartments like that and never had a problem with the water going cold. It just makes things so much easier on your part. One payment and your done!!

It depends on the landlord/complex. Almost all places require that you pay electric(air conditioner, general appliances, etc). Some places will include heat and gas for hot water in your rent, along with maintenance fees. Some will hit you up for a $200 heating bill in the winter. Some places include cable/internet/phone in your rent package and some don't. It all depends, really. You'll have to ask when you do your inquiry. For me, personally; the only bills I pay outside of my rent are utilities, phone, internet.

It depends on the building.
Before you move ask your future neighbors, as they are the only people that can answer that question for you.
