Buy a wireless access point. Plug into existing broadband. Best to have a router/firewall in between the broadband and the inside of the network.

voila! you now have a hotspot. Be sure to turn on security, if you so desire.

Well if it were me, I'd use a wireless gateway. Very similar to a wireless router except it has software to support HOT SPOTS.

AirEpoch makes one with services builtin to support adding users, setting time limits, etc. You can even get it with a ticket printer if you want to sell access. It costs just a little more than a really good router but it also has no need for external control systems.

It also uses a high power radio for better coverage (400mw actually - most routers are 50mw or less)
