Actually, cowlicks are determined by environment, not genetics. All that means as that the head was forming and the hair was growing, the environment in the womb put some slight pressure etc on those spots and the hair grew differently. Identical twins don't have the same fingerprints, cowlicks or hair growth patterns and life will age them differently. Nature and nurture work together and sometimes, they make two identical things different enough.
They could be identical, the doctor should have told you whether they were identical or fraternal.

They could still be identical, but just because they're both boys doesn't automatically mean that they are. I believe that your doctor should've been able to tell you that early on. I'm not sure how, maybe they run a dna test?
