It's not a typical behavior, but I've had a few of them that did. They'd be more likely to if the bowl conditions aren't to their liking (water too warm or cold, not enough water changes).
A 2.5 gallon with a hood, small heater, and filter will keep their conditions better, so they're much less likely to try, and the hood helps to keep them in the tank.

Betta fish shouldn't be living in bowls, as if the water level is up near the top, they likely aren't getting enough oxygen.
Bettas in nature live in warm, shallow waters, and need a large surface of the water to be exposed to permit oxygen exchange. A rectangular sort of tank would be better for this sort of fish.
That being said, a lid is probably a good idea.

Yes they can. My first betta fish I had did this and fried in the sun. (It happened while no one was home) You need to have a lid on the tank or bowl that your betta is in.

Yes, if you have a betta tank, you need to keep the lid on. If you dont have a lid, use something like saran wrap with lots or air holes poked in it. If you cant do that, lower the water level in the tank.

they will swim up really really fast towards the top if food is floating there but i havent seen mine actually jump out of the bowl...

I HEAR YES! I HAVE FRIENDS WITH BETAS THAT HAVE NO PROBLEMS, WE ALL HAVE A NICE SIZE BOWLS CLEAN THEM EVERY 3 DAYS, WHY WOULD THEY WANT TO JUMP? THEY WILL JUMP OUT OF SMALL BOWLS OR DIRTY WATER. THEY LOVE BLOOD WORMS- YOU CAN FREEZE THEM UNTIL YOU NEED THEM.

yeah. i had one. it jumped into my open drawer & i found something dried up and shrivled in my drawer. it was the betta. so i sugest a lid.
