SAFTEY FIRST.Sounds like a short to ground problem.Please take it to the dealer and have the electricial system checked.A short to ground can cause a fire if not corrected.

There is probably a short to ground causing the fuse to blow.
Does it immediately blow when you put it in (after the spark)? If so, you have a pretty large short.
This is what fuses are supposed to do if they are blowing. Please do NOT put in a higher amperage fuse or bypass the fuse. You could cause serious damage (like setting your car on fire). You're going to have to find the short and fix it.
It would be a bit of a surprise if the horn and speakers are on the same circuit, but I don't really know Dodge products very well. Perhaps Dodge Man might have a thought on this. He is usually very knowledgable and helpful.
Has anybody done any audio work on the vehicle lately?

The spark is the new fuse immediately blowing because there is a short in the circuit it is protecting. Put a test lamp across the fuse terminals, if it lights brightly, there is a short. Trace the wires until you find and correct it, or take it in to be fixed. Resist the temptation to put in a bigger fuse, or you will be calling the fire department to put out the fire.

There is a short somewhere in the wiring that caused the fuse to go in the first place, you haven't fixed it so every time you put a new fuse in it will blow. You need a volt ohm meter to test where the short circuit is, or replace all the wiring.

Either theres a short after the fuse that is drawing too much of a load or it's the incorrect size fuse

I would try to disconnect the battery prior to replacing the fuse. Just an idea.

It is probably sparking because you left the Battery terminals connected. When ever your doing something with electronics in a car always remove the positive terminal from the battery to avoid sparks and other hazards.

If it just sparks a little, but doesn't blow, it should be fine.
ADDED:
Oh.....Fuse blows........Hmmm???
Sorry, I can't think of any easy fixes......??
ADDED #2 Horn switch ribbon shorting to ground?
It's tough to say?
Seems odd the speakers don't work. They're not related??

the circuit is always hot and when you replaced the burnt out fuse you activated whatever is on that fuse that is supposed to run, it will be ok.

Your amp is probably not grounded correctly, you must have a ground wire coming from the amp to some where on the frame of your car. The place the wire is fastened to the frame shouldn't be painted, you need to sand it to bare metal so you can get a good connection.
