Do you need to have your book completely done to get a literacy agent???

My honey has had some books published. He just sends the first two chapters to the publisher and if they like it, he sends the whole book. Then they have it read by 3 people, who make suggestions. Then it's revised and then finally, 2 years later, it gets published. He doesn't use an agent.

Are you looking for a literacy or literary agent? For the former, one needs a qualified educator who's mastered a particular language. For the latter, one needs to do some research. No, a completed manuscript is not usually mandatory for either.
