take a roll of string, yarn, or anything of the sort around the outside. Measure the length with a ruler, tapemeasure, etc..

By using a measuring tape rather than a straight ruler. You could also roll the cylinder on a flat plane, like a piece of paper and mark one revolution, then measure the distance on the paper.

Wrap a tape around it, a cloth tape, then subtract three time the thickness of the tape.
Put a mark on the cylinder, a mark on a paper, line up the two marks, roll the cylinder until the mark hits the paper again, and measure between the marks.

If one has an actual physical object, one can measure it directly by wrapping a flexible tape measure around it.

lay a string around the circle then remove it and measure the length or if you have super good map reading skills ,and or good eye hand cordination you can actually rotate a ruler around the circle, but I dont recomend it because one twitch and its done.
