Your fan relay is stuck closed. It is located under the hood in the engine compartment relay box. Your owners manual should show which one it is. Replacing it with a new one should fix your problem.

An electrical schematic of the fan motor and the thermostat, switch, relay and PCM computer relationship to one another in controlling the fan is what you need. It will not be complicated, but you have to have the electrical diagram to know what parts are involved and how the fan is supposed to work. You might go to your local library and use the Chiltons and Motor's manual to find a wiring diagram of the radiator cooling fan control circuitry. A http://www.haynes.com manual may be available that shows some electrical information. You could also trace the fan motor wires back to the relay or switch that controls it and take a chance installing a new thermostat switch for example.
