Ah this is a great question! I just happen to be obsessed with Harry Potter also!! Well the wand is a great idea, and so is the poster (its Sirius Black, not Serious Black- but you were close!). School books are also a nice touch! As far as candy goes I recommend Ice Mice, Drooble's Best Blowing Gum, Bertie Botts Every Flavor beans, Fizzing Whizbees, and acid pops! The Bertie Botts beans can be found at several stores, especially books stores around this time of year! (Harry Potter book 7 coming out soon!!). The other candies are actually available at ebay:

If you feel like getting her something else as well, I know that as a big fan myself, I've always wanted some robes too (you know...like robes that they wear at Hogwarts!), either that or a scarf from whichever House your friend likes best (Gryffindor, Ravenclaw, Hufflepuff, Slytherin). As far as presenting the gift, it really depends on the situation and supplies at hand, but it might be a great touch if this were a suprise party and when she came in you could play Harry Potter music, and have decorations like candles (often used in Harry Potter) and other such things. If the party is already a set date, it might be neat to present the gift by wrapping your gifts like a parcel or package such as in the movies. Then you could address it creatively like: Your friends name; her address; and the specific location of where she is currently. Have fun! Your friend is so lucky!!

First let me just say you are the coolest most creative friend ever and I am e-mailing your question to all of my Friends hoping they take the hint. What a great gift idea! I should also mention I'm 28 and I just had a Harry Potter themed birthday party last month because I'm such a huge fan. I'm just a big kid at heart. First of all let me say i wish my friends would do something like this for me that's a grate gift
as for suggestion there are lots of harry potter candys you can by like Chocolate Frogs, Bertie Bott's Every Flavor Beans, Acid Pop, ice mice, Cockroach Clusters, Bloodpops, Jelly Slugs and Droobles Best Blowing Gum
also maybe a Golden Snitch, a Sorting Hat, harry potter glasses, a Calderon, Quill Feather Pen or a Hedwig or harry doll
as for change instead of making it look like the letters from her mom maybe make it look like her acceptance letter from Hogwarts
as for presentation maybe put it all in a box and rap it in brown paper and tie some rope or string around it then get a toy owl and stick it on top so it looks like the owl is delivering it

Well, there's a large selection of Harry Potter themed candy, my particular favorite being the chocolate frogs as they do come with moving trading cards (hey, holographic cards have been around long before JKR published the first book and are perfect for the chocolate frog cards). I know my local Borders is really gearing up for the release of the final book and has a book on sale looking at which side Snape really is on. Another let's you build your own Hogwarts (it's really just a cardboard thing kinda similar to what someone might use for a model train layout). Another book is called the WandMaker's Guidebook that includes a wand along with feathers, sand, and crystal you can put into the wand to specialize it (The wand unscrews and you put what you want into the handle, my sister just got it for her birthday). There's serveal really nice Harry Potter themed gift cards. And as things get closer to the release of the final book, more stuff is going to be released at bookstores and other places.
Also, consider finding the Dragonology toys and adding some of them. Target is running them right now at $5.99 for some of the small dragon figures and $9.99 of larger, poseable figures. Considering the role dragons have played in Harry's adventures (remember Norbert from the first book and his having to face a dragon as part of the first challenge in the tri-wizard cup), one or more of the small dragon figures might really be a nice way of reminding your friend of them. Same for the possable figures.

Get her a big box of Bertie Bott's Every Flavor Beans and put it in the care package. They're made by the Jelly Belly people and with the new book and movie coming out you'll be able to find them everywhere.
Also, it's "Sirius" Black.
