did you change the gas filter?, it wont get gas to the injectors if the filter is clogged,also maybe(but unusual)the pick-up screen in the tank is clogged,but i would change the gas filter first.

Check for bad ground, run a ground wire back to the battery if necessary--otherwise new pump is bad, could happen. Make sure tank has some gas in it before you test the pump or you'll fry the new one....pump's need gas to cool them and keep them from over-revving.
