yes but you have to catch all pokemon and beat the eleit 4 dawn gives you the national dex and a boat pass go to the boat to the island which is a safair zone where you can trade pokemon over and go catch them in the safari zone!!! it is alot of work

Yes - you can - here are all of the correct steps.
First - you have to see the 150 Pokes who are part of the Sinnoh Dex. This does not count Manaphy since it's 151 in the Sinnoh Dex.
Now I don't know if you have to defeat the Elite 4 or not but either way - after seeing the 150 Sinnoh Dex Pokes, head back to Rowan's lab and talk to him. Oak will come in and he'll give you the National Dex.
Leave the lab and head south to where the beach is at. Surf and head to the east. You'll eventually find the entrance to Pal Park there.
Here's how Pal Park works.
Once that's done - turn your DS off after saving the game. Put Emerald in the bottom slot of the DS then start the DS back up again. A new option called "Migrate from Emerald" should appear when you see the menu. Select it then using your Stylus - select any 6 Pokemon in your PC Box. Once selected, they'll be sent into Pal Park. Then go into your Diamond game, go into the Pal Park building, talk to the guy behind the counter there, say yes to what he asks you and he'll give you 6 Park Balls then you'll go in.
Then the objective is to find the 6 Pokemon you sent in there. If you sent a water Pokemon in there - make sure to have a Surfer with you.
Also - keep this in mind. Once you've sent your Pokemon into Diamond - they cannot go back.
Here are a couple other things to take note of.
You have to select 6 Pokemon when sending your Pokemon from Emerald into Diamond's Pal Park. No more - no less. Also if they know HM moves - you can't send them in. You have to delete them (the HM moves) in order to have those Pokemon be able to migrate into Diamond.
Also - you can't cheat the system. You can only migrate every 24 hours exactly. If you try cheating the system by changing the time on your DS then you'll have to wait another 24 hours before you can migrate again.

first you need to beat the elite 4 and get the national pokedex
after u have done this u can go south of sandgem town and go east. when u reach the end of this road u can visit professor oak in the pal park. he will give u an upgrade disk
when u are finished save and cut off the game
put in ur pokemon emerald game in the slot
then go to the main screen where u choose ur game or new game
there will then be a choice that says migrate from emerald
click on this and choose 6 pokemon to migrate
when u have chosen ur 6 pokemon go in the pal park and u will then be able to catch the pokemon and have a choice of putting them into the pc box
it is harder to catch legendary pokemon so start off with some simple pokemon that u caught at low levels
be wise at which pokemon u let migrate
u can only migrate once every 24 hours

hes====the other guy is wrong u have to catch all the 150 pokemon is shinoh( not including manaphy) and the talk to professor rowan. then u have to put the emerald in the bottom socket and when u open the menu itll say migrate from emerald or watever game u have. the after u migrate got to route221. Enter the building all the way at the end. P.S. u can migrate only once a day.

Well after the elite 4 and the retravle of the natioal dex. You can transfer you old pokemon but you cant trade.
