If not, what clubs do allow underagers?

Very few clubs allow persons under 21. If they do offer 18+ on some nights it is usually on a Friday evening.
The only place I can think of that is 18+ is City Nights:

I have not gone, mainly because my sister (and almost everyone else I've spoken to) has nicknamed it "Sh!tty Nights".

Theres a couple, but few 18+ clubs.

City "Shitty" Nights, like the person above said is ok, i've only been like 2 times. But on friday nights The X is at the same location that city nights is at, and has a way better crowd and music. Club NV on tuesdays is 18+ and thats a good club too.

Popscene is another good place on thursdays, its a live music venue. A lot of emo kids go, but the music is good. I saw Mickey Avalon there.

No they don't and there are few if any under 21 clubs in SF.

There is a good reason for the lack of under 21 clubs anywhere..it's called alcohol. Clubs make their money selling it and they can't if they let minors in.

Just a tidbit of info - no one local refers to San Francisco as San Fran. It's San Francisco, the City, or maybe SF in a pinch.
