From my experience, it seems as if the seagull population is increasing in large numbers.

There's seagulls all around the world having intercoreses as we speak. How can you come up of a way to convince them all.? My answer is-- leave them alone and locate a different Beach. Or better yet, go hunting.

I'd just like to point out that birds have nothing to wear the condoms on - birds aren't like that. Genders are often indistinguishable from the outside.

Other than that, excellent point. Though the Christian right will advocate an abstinence-only program, so prepare for this case to go all the way to the supreme court.

RONFL Good question, and yes definetly if you speak seagullI I think you should go to the beach, and teach them some sex ed, explaining the various types of contraceptives methods. Maybe a vet can put them on the pill.

no most seagull only live for one or two year most die do to sickness and and bad food.

Probably, but the religious wingnuts will probably say that god does not want seagulls to have non-procreating sex.
