Does your video card support DirectX 8.1??
Update your video card drivers.
Microsoft Update "Custom Mode" install everything. Reboot and repeat until nothing is left.

Click Start then click Run. Type dxdiag then OK. Look at the lower portion of the pop up window. Check the DirectX Version. If it is still lower than 8.1, your PC did not accept the installation. Try reinstalling DirectX 8.1 but this time, disable the background processes including anti-virus, anti-spyware, etc. Disconnect internet also.
Some Beta versions of Windows do not accept revision of the DirectX files.

Perhaps it requires a graphic card that supports DirectX 8.
That means, a card that is capable of programmable shaders.
GeForce 3, GeForce 4 Titanium or higher.
GeForce 2, GeForce 4 MX doesn't support it.
