Under water the concrete will weight a little more since it has a higher density and therefore less buoyancy.
In air there is virtually no difference since air only causes a very small buoyancy so the density doesn't really matter there. If on the other hand you would compare half a ton of sand with half a ton of helium then the helium would be a lot lighter but the mass would still be the same. Remember that weight and mass are two different things.
