You can use a fan speed controller. But if you are talking of the cpu fan, lowering the speed may result to overheating.
Cheap fans are noisy. If you want less noise, try these:

Why would you do that, the fan is protecting you. But yes, you can change it in the bios. If you visit your hardware mfgrs website, thy may have a bios update(flash) that may give different fanspeeds at differen thermostat points. Do not artificially lower your fan speed without a good reason or you will have instablity and you rish frying your processor and MB. If your processor frys it will NOT be covered under warranty.
You can add third party heatsinks that are more efficient and third party fans that have better bearings.

Many computer case fans are directly wired into your power supply and cannot be adjusted without buying a third party device. Some however are attached to and regulated by the motherboard. This goes for Heatsink (CPU) fan's as well. They can be adjusted by going into your CMOS/BIOS and modifying your power management scheme. Otherwise you will have to purchase a voltage control panel for your fans.
If the fan noise is annoying why not replace the ones you have with some silent ones. Many are many times quieter than stock models.
