I've never heard of yellowjackets swarming. Honeybees do though. A new queen will take part of a colony with her, and go start a new colony. Wherever she goes, the workers follow her. If they stay there, call a local beekeeper. They are usually happy to take the queen ( and the workers) to a new hive.

Well do some research on what yellow jackets hate. I just had one the other day and I ignored it because one sting and you can go straight to the hospital. Just be careful.

Use smoke to drive them away. Be careful to see that the fire does not spread.
