You should see your nearest podiatrist for an evaluation. Without a lot of info can't really say what it could be, it could be a deep bone bruise, inflammation of the capsule, start of arthritic pain either from a prior injury, etc. Hard to say, but if it hurts, start with taking Advil/Aleve to see if it goes away. If it doesn't go see the podiatrist as he/she will take x-rays to see if anything is going on inside the joint.

Have you injured it or did it just start out of nowhere? If you hit it , you could have bruised the bone. What does the pain feel like? Achy? Burning? i need more details!!
