Most web browsers are good about stopping 85% of all pop-ups. A third party program isn't often needed, leading me to beleive you might have a active spyware program, malware, adware, or 'trojan cookie'. I'm fairly certain if you do a free online scan at http://www.ewido.com you will find you have been infected. The great thing about ewido is that you can find and remove all infections without having to download or install anything on your pc, and its free.

STOPzilla is a good pop up blocker ! You could also use yahoo's toolbar as a pop up blocker as well. Yahoo toolbar is free but I don't think stopzilla is !

The best popup blocker that I've ever come across is Stopzilla. However. the best is only a matter of opinion.
