yeah, by how they treat their enemies. you can see how vengeful a person is that way.

Its always deep, you can't just judge without knowing all the details about his friends and enemies,
But i think "treating his friends" is better way for judging.
or you can say both of them , it will give you the big picture.

I think a better way to judge someone's character is to see how they CHOOSE their friends and how they MAKE their enemies.

enemies, sometimes they've done things so incredibly horrible to you that you don't want to even be in the same room with them, and sometimes people don't know that so they can't acuratley judge you.
