Why is a reference solution use to determine the presence of an ion?

Presumably you would have some kind of indicator. You would want to have a reference solution with the ion present, so you would know what a positive reaction of the indicator would look like. You would also want to have a control, like water without the ion, so you would know what a negative reaction of the indicator would also look like.
