its like impossible with hand and its already chipping the allen paint off help?

I like your name, lol. If the screw head is the type that sticks out like a nipple you can get a pair of channel locks on it and break it free. If it's counter sunk (flush) you're gonna have to go for it. If it strips out you can notch a line in the head with a chissel ir if you have a dremmel. Shape it so you can get a flat head screwdriver in there. If it's just the paint you're worried about, well, it's gonna chip if it's that tight. Good luck.

if it is really stuck heat up the area around the allen key not the bit you want to turn the bit around it this will make the metal expanded then you should find it easier to turn the key you will need a blow touch

If you have access to an air hammer and compressor, I can direct you to a tool that will remove anything, without destroying the fastener.
