No, it runs faster in the winter than it does in the winter, because it doesn't need to run as fast in the winter as it does in the winter, and they don't run faster just because they are capable of doing so.

I think it probably runs about at the same speed in winter as it does in winter. Not completely sure however.
If you mean does it run faster in winter than in summer, probably, because it needs to keep warmer.

A hare will run at the same speed provided it has the same surface underfoot, however, if it's frosty or wet it won't be able to run as fast as when it's dry and solid
