Grout is kind of chalky and usually reasonably easy to clean (the larger the grout joints the easier to clean). You need to clean the joints thoroughly before regrouting, kind of the same idea as painting without sanding, cleaning and prepping. You can use a grout brush and cleaner from the tile store, but I personally use soft scrub and a stiff toothbrush. There is a possibility that it will look so much better than you won't need to regrout!

As re-grouting is quite a hard and very messy job, I would recommend cleaning the grout with some bleach and a stiff brush. Clean a small area first and see if you like the result. If the grout doesn't come clean, try coloring the grout with a grout pencil. It is much easier than re-grouting and your grout will look like new.
I would only recommend re-grouting if the grout is crumbling and falling out.

If its really bad, you may have to have the grout dug out and then re-grout it. If it's something that can respond to cleaning, that's a whole lot easier. I keep mine clean with Mr. Clean Magic Erasers and a good old scrub brush and cleaner.
