There can be 3 problems that I can think of:

-Your outlet isn't getting electricity

-You need a new cable

-Your battery is worn out

3 things, it's either your battery, your adapter, or the jack in the back of your laptop. Sometimes if you drop or set your laptop down on it's back, you break the jack that the adapter plugs in to. I would try and see if you can wiggle it. If you can, it might be broken.

What it sounds like with the dialogue coming up is that the adapter is broken, maybe from a power surge or if you wrapped the cables up too tight then there might be a short.

How old is your laptop battery? After a few years a laptop battery will lose it's charge, or if you use it alot but even then that takes at least a year, or if you've kept it somewhere really really hot for awhile.
Try a different place to plug in your adapter.

Bad battery. Try contacting the builder and gettitng a new one. It can also be the adapter. If you have a spare see if it works. If not then contact your manufacturer.

Hi. You may have the wrong charger. If your battery is 4460 and you have a 3800 charger it will not have the 'oompf'.
