Ryan Leaf. Most 7th round picks have better careers than he had. I don't think there's much competition with Leaf.

In the days leading up to the 1998 draft, though most NFL scouts agreed Peyton Manning was a more mature and more-polished passer than Ryan Leaf, few of them believed there'd be much difference between the two in the long-run. Conventional wisdom, in this case, was wrong. Big time!
Peyton, in 144 regular season starts, has completed 64% of his passes for 37,586 yards and has tossed 275 touchdowns and 139 interceptions. Ryan, who played in a total of 25 games, completed 48% of his passes for 3,666 yards, and he threw 14 touchdowns and 36 interceptions. Manning, with seven Pro-Bowl appearances and a Super Bowl ring, has a quarterback rating is 94.4 (2nd all-time); Leaf's is 50.0. By comparison, 78.9 is AVERAGE.
Coming out of Washington State, Ryan Leaf was said to have as much talent as Peyton Manning. While Peyton is already considered one of the best quarterbacks in NFL history, Ryan is considered one of the worst ... and the league's BIGGEST disappointment.

1992 Houston Oilers. Bunch of pro bowlers, couple of future hall of famersbig favorites, up 30+ points in the third, and lose.
QBs fizzle out. Players off the field are dumb. That won't change. Vick isn't a dissapointment unless you wanted your kids to be like him, since he hasn't lost anything on the field yet (although he hasn't gained a whole lot)
Ryan Leaf was a jerk, and that's why he was a bust. It happens.
Many individuals didn't live up to expectations, but no other team has lost in the same situation as the Oilers.

The greatest disappointment? Wow, there have been some super under-achievers that came out of college with BIG HYPE over the years. Let's look at a short list:
1. Brian Bosworth The "Boz" was to be the next greatest Middle Backer since Butkus. He wasn't even the best linebacker in that year's draft.
2. Todd Marinovich His dad purportedly had personally groomed him for quarterback stardom since he was a toddler. Todd is barely even remembered.
3. Art Schlister Supposed to make everybody forget about Johnny Unitis. Wanna Bet?
4. Tony Mandarich Cover of SI, was to be the "prototype" of all offensive linemen; big, fast, muscular, and smart. Evolved into a journeyman player.
But, my vote for the biggest disappointment goes to:
Scott Mitchell
Why?
Mr. Mitchell began the fad of "wonderboy" quarterbacks; players who are supposed to lead a team out of obscurity. He set the Lions back 2 decades with his ineptness and inability to throw a completion.

Most players that are considered "busts" were not so great in the NFL mainly due to injuries. Ryan Leaf had the potential to do good but wasted hs oppurtuinty and GOD given talent he is a 100% bust material.

Man, a lot of hatin' on Leaf here. However, checking back on a recently publised analysis of first round picks, I see Leaf did get chosen as the worst #2 pick of all time, edging out Charles Rogers. The article has Ki-Jana Carter as the worst #1 pick of all time, and it makes a good argument for Akili Smith, a #3 selection, as the worst pick of all time - it's not just that Smith was a dud, it's who the Bengals passed up to get him.

Its a toss up either Kijana Carter or Ryan Leaf... I know Kijana Carters dad who was with him on draft day... he came back to perform a memorial service that same night. All in all what the Chargers gave up for Ryan Leaf he came at a bigger cost then Kijana.

Maybe I am biased but I am going with Eli Manning. If it wasn't for his last name, this guy would have been benched a long time ago. Ryan Leaf is the obvious choice but honestly, despite his high draft spot, there were a lot of questions about the guy when he came out. He went so high because of his upside (sort of like JaMarcus Russell.) Eli has shown flashes but he isn't consistent and he can't finish. Sorry Eli, hang it up and cheer for Peyton.
