everytime i start it windows root\system32\hal.dll.
and when ever i prees a button it restarts i can only press F5 and get in to those settings
i have a burnt windows Xp disc and the code needed
can some on help please

Try booting from the windows CD & running the repair facility. If that doesnt work then u will probably need to reinstall windows.

Sounds like your Windows is damaged, I doubt with that message that you can get into safe mode.
A repair install seems like the easier route for you.
