Norton in general hard on resources. If you don't have a lot of RAM, you would experience a slowdown.
Some security products are resource hogs. There are a few that don't need as many system resources to run. You can check the amount of current RAM you have (right click My Computer, Properties, General - RAM listed at the bottom).
Also remember that everything takes RAM. Not only security products but your operating system, active browser windows, running applications (such as Word, Gaming, Messenger etc) all require system resources.
You can see if your computer can handle more RAM by going to Crucial.com and running a scan.

Norton and Mcafee products has the reputation of slowing down most computer systems, I have customers who uses them all the time and wonder why their computer takes taht long to even start up, just had a Dell XPS games machine that had Norton on it, no kidding, takes almost 5 minutes for Norton to fully load itself.
Try something else

Norton Antivirus is the best antivirus software I've come across. It's probably the best one on the market. Also very price worthy.

Because of the way it works and installs, most Norton products (and McAfee) can cause a slight slowdown in your system performance.

Norton and Mcaffe are system hogs and way too aggressive in my opinion. Go with AVG or something of that sort.

Haven't had a problem with it being slow; I have 3 GB of RAM in my PC. But, it is always giving me warnings for setting up a backup and other things I have already done.
It is a piece of crap.
