Its like in Emerald, there is a strech of water where you can find them but only in six spots. I found a feebras through the GTS by offering a Piplup in exchange for one. If you don't feel like searching for one, offer a pokemon like a breeded starter or a version exclusive and you'll probably be able to find one that way.
