There is a special power saw that will do this. Called a "jamb saw", you should be able to rent one. Check with a tool rental store or the place that you are buying flooring.

If you only have a couple, you can also do the job with a flush cut saw, which you can buy just about anywhere that has a good hand tool department. Probably cheaper than renting a jamb saw. The best tool for the job is the jamb saw. If you only have a couple to do you can buy a back saw.It is muscle powered but is the cheapest

No machine, but a tool. A Japanese trim saw. The blade is flexible, so you can lay it on the floor and bend the blade enough to make a cut close to the floor.

it's called a door jam saw it looks like a circular saw but it is designed specifically to cut your door frames you can rent them at a tool rental store

This is termed flush cut saw, they can be rented or purchased. Google the saw to find purchasers as they are specialized and probably hard to find in a home center.

The Fein Multimaster may be what you are looking for. At £225, its expensive for small jobs, but if you are fitting floors professionally, it could save you hours.
