Here's the deal.....if you break the law and you don't get caught, then you got away with breaking the law.
But you still behaved unethically whether you were caught or not.

Ethics is the study and philosophy of what is universally right or wrong. (Ethical or unethical.)
Law, at its best, is the practice of ethics on a national scale. We create laws to uphold our ethical principles as a society.
The problem, of course, is that ethics are not always black and white. What seems ethical to one person (government should provide support for the poor) might seem unethical to others (government shouldn't take my money and give it to people who didn't work for it).
And so we have presidents, and Congress, and lobbyists, and bureaucrats, and all the infinite song-and-dance of a national government to try to find a middle path that does the most good for the most people, with varying degrees of success.

ethics is doing the right thing in any given situation, even if it costs you.. law is the manipulation of ethics and values based on the potential profit of the outcome [unfortunately] show me an ethical lawyer and i will show you someone who drives a clapped out kia sephia and is about to be evicted.[judges inclusive] basically put if we all had ethics, lawyers and judges would be where most of them actually belong [on unemployment]

ethics are the guiding principles that move people to create laws. Laws are societies rules that enforce and uphold those ethical values.
